Human Development Center (HDC) is dedicated to providing comprehensive programs that prioritize mental health and recovery from substance use. They offer specialized services such as children's case management, a community support initiative for adults, medication-assisted treatment (MAT), round-the-clock crisis support, and their Project Reach Out, which aids runaway youth and their families. HDC operates four conveniently located centers in Duluth, including one in the city’s downtown. The children's case management is tailored for individuals under 18 who are enrolled in Minnesota Medicaid (MinnesotaCare). HDC ensures continuous care coordination and monitoring, connecting families with essential community resources while providing suitable advocacy and support. The Project Reach Out initiative facilitates support and mediation for young individuals and their families, and HDC organizes various engaging events for youth, such as art and movie nights. For adults, HDC offers numerous interventions including therapy, medication management, MAT, psychoeducation, vocational assistance, symptom monitoring, and crisis intervention. They focus on helping adults secure and sustain affordable housing, navigate benefits, and develop skills for independent living. These services are generally provided in clients' homes or within the community. The downtown and hillside facilities are operational from Monday to Thursday, 7:30 a.m. to 6 p.m., and on Fridays from 7:30 a.m. to 3 p.m. Additionally, services at the Damiano/Harmony Center are available on Mondays, Wednesdays, and Fridays from noon to 3 p.m. All four centers feature wheelchair-accessible entrances.
